Capitalizing on the influx of global pilot advocacy engagement to expose the dangers of reduced-crew operations over the past year, the 2024 International Federation of Air Line Pilots’ Association’s (IFALPA) Global Pilots Symposium convened in Mexico City to expand this collaboration and unity. During a presidential panel discussion, pilot leaders from ALPA, the European Cockpit Association (ECA), and IFALPA discussed the encouraging level of engagement from their member pilots and how to use this momentum as leverage with decision-makers and regulators. Several IFALPA member associations discussed their individual pilot association’s unique efforts to support the “Safety Starts with 2” campaign—activities have included leafleting airports, public and member information webinars, public awareness campaigns, and significant social media engagement, including a ground swell of support for World Pilots’ Day. The one-day symposium kicked off the 78th IFALPA Conference. On the final day, member associations elected new IFALPA leadership, including the first two women to its Executive Board—Capt. Rola Hoteit (Lebanon), EVP Africa/Middle East; and F/O Stacey Jackson (Canada), EVP Technical & Safety Standards. [FAA Creating New Committee To Update Launch Regulations] U.S. launch regulations could soon get an overhaul. The U.S. Federal Aviation Administration (FAA) announced today (Nov. 14) that it's creating a new committee to review and update its "Part 450" launch and reentry licensing rule. "The FAA is seeking to update the licensing rule to foster more clarity, flexibility, efficiency and innovation," Kelvin Coleman, the FAA's associate administrator for commercial space transportation, said in a statement today. "Making timely licensing determinations without compromising public safety is a top priority." Part 450 was implemented in March 2021 to help streamline the licensing process, according to today's statement. But the agency believes more such work is needed, given the ever-increasing cadence of private launches from American soil. The FAA licensed 148 "commercial space operations" in fiscal year 2024, which ran from Oct. 1, 2023 through Sept. 30 of this year. That was a 30% increase from FY 2023, and the agency thinks the number could more than double by FY 2028, according to the statement. Most of the action is driven by SpaceX. The company has already launched more than 100 orbital missions this calendar year, most of them dedicated to building out its Starlink broadband megaconstellation in low Earth orbit. Elon Musk has frequently complained about the FAA and regulations in general, claiming that the current system stifles the American launch industry. The billionaire SpaceX founder and CEO may now be in a position to relax launch rules; President-elect Donald Trump just appointed him to co-lead the "Department of Government Efficiency" (DOGE), a new organization that aims to "dismantle government bureaucracy" and "slash excess regulations." But today's FAA news is not a reaction to Trump's election or the establishment of DOGE; according to SpaceNews' Jeff Foust, the new committee "has been planned for months." The new rulemaking committee will consist of people from the space industry and academia, according to today's FAA statement. The group will outline recommended changes to Part 450 in a report that's expected to be submitted by late summer 2025. "The FAA is committed to enabling the success of the U.S. commercial space transportation industry, ensuring the U.S. remains the preeminent commercial space country of choice and maintaining the industry’s strong safety record," FAA officials wrote in today's statement. "Reaching a license approval in a timely and efficient manner is central to achieving these outcomes and requires a partnership between the FAA and the industry." Joby Aviation has received Federal Aviation Administration authorization for its in-house developed software suite, ElevateOS, designed to enable high-tempo, on-demand air taxi operations. ElevateOS includes an intelligent matching engine, pilot tools, operations and schedule management software, and a mobile-first rider app. The matching engine, similar to those used by ride-hailing apps, pairs passengers with available aircraft and landing infrastructure to ensure efficient journeys. Joby plans to use ElevateOS to support its air taxi operations and make it available to selected partners who purchase their aircraft. In a virtual presentation on June 20th, Joby highlighted its preparations for launching commercial air taxi operations next year. These preparations include pilot training, using conventional aircraft for service simulation, and utilizing their Part 135 Air Carrier Certificate to test ElevateOS's core aspects. Key features of ElevateOS include: - Offering on-demand passenger services to Joby team members, enabling flexible flight bookings. - Matching passengers with similar routes through automation tools. - Handling payments for chartered flights. - Integrating pilot and rider apps with back-end operational software. Eric Allison, Chief Product Officer at Joby, emphasized, “ElevateOS is the result of many years of iteration and real-life experience. We’re confident it is the most sophisticated, efficient, and flexible suite of air operations tools available today.” Joby’s comprehensive presentation also covered: Training Electric Air Taxi Pilots: Joby has developed a six-week aircraft-specific training course for commercial pilots, including immersive simulation training with CAE. They have started private pilot training and ground school as part of their future pilot academy. Building the Maintenance Workforce of the Future: With a Part 145 Maintenance Certificate, Joby is developing a full MRO strategy, supported by a USD 1 million FAA grant. Implementing Rigorous Safety Systems: Joby was the first eVTOL company with a Safety Management System accepted by the FAA’s Voluntary Program for Air Operations. They also received the International Standard for Business Aircraft Operations Stage 1 Certification. Bonny Simi, President of Operations at Joby, remarked, “We are leading the industry in certification, manufacturing, and preparation for commercial service.” Joby plans to operate in U.S. markets such as New York City and Los Angeles, in partnership with Delta Air Lines, and in the UAE with an exclusive agreement in Dubai.
